Role of the Council
The Council plays a supervisory role through drawing up general policies, determining strategic direction, overseeing governance and business conduct, and exercising decision-making authority.
As the highest authority overseeing the institution, the Council supervises the achievement of its objectives, management of its affairs, and policy implementation. To fulfill this role, it has the following tasks and powers
- Reviewing the institution's strategic plans and general policies, submitting them for Executive Council approval, and overseeing their implementation.
- Approving and monitoring implementation plans required for the approved strategies and general policies.
- Approve the institution's draft annual budget and final accounts, submitting them to the competent authorities in the emirate for approval.
- Approve the organization's organizational structure and submit it to the competent authorities in the emirate for approval.
- Adopt decisions and regulations governing the institution's administrative, financial, and technical aspects.
- Appoint auditors, determine their fees, and review the reports and notes they submit
- Review the organization's housing services, propose necessary developments, and submit proposals to the Executive Council for approval.
- Approve the institution's draft annual budget and final accounts, submitting them to the competent authorities in the emirate for approval.
- Approve investment plans, company/institution/fund establishment, all serving the organization's objectives and compliant with emirate legislation.
- Approval of partnership projects with the private sector, in accordance with the legislation in force in the emirate.
- Form committees and work teams, defining their terms of reference and operation.
- Decide on humanitarian housing requests upon recommendation by the Executive Director, following Council-approved conditions and standards.
- Submit periodic performance reports to the Executive Council, enabling them to offer guidance as needed.
- The Council may undertake any additional tasks or exercise any powers related to its work, as assigned by the Governor or the Chairman of the Executive Council.
The establishment’s Board of Directors is formed,headed by H.E. Omar Hamad BuShehab, and the membership of:
